Célio Njinga was born in Luanda, Angola, and has studied Health Sciences (University of Lisbon, Portugal) and has a Postgraduate Diploma in Health Management (Catholic UniversityPortugal). He also holds a Diploma in Humanitarian Response from the Humanitarian Academy at Harvard University (HHI USA) and Certificates in Systems Thinking in Public Health (Johns Hopkins University), Global Health Ebola Virus Disease (University of Genève) and Tropical Parasitology (Kilimanjaro & Christian Medical College). As a health insurance manager, he managed to establish a solid and profitable networking, making successful partnerships with many national and international companies in the private and civil sectors. Also, he worked as a Neglected Tropical Disease´s Coordinator at The Mentor Initiative with the World Health Organization, in which he still contributes by providing strategic and planning support in responding to epidemics and outbreaks. Currently, Célio is a Programme Manager in Health Systems Strengthening in HIV, Tuberculosis, Malaria, Nutrition and other endemic diseases at World Vision. He  has strong ties to rural communities in the sustainable development for children and women empowerment and, maintains a strong bond as member with associations in many different fields such as ANELTA (Angolan National English Language Teacher Association),APAMCM (Portuguese Association of Assistance for Women with Breast Cancer), ASTMH (American Society of Tropical Medicine & Hygiene), CVE (European Volunteer Centre); Yellow heart Association and YALI (Young African Leaders).
