{"id":43608,"date":"2015-11-12T00:00:00","date_gmt":"2015-11-12T00:00:00","guid":{"rendered":"https:\/\/387d27fca878a.stack.run\/malades-en-telecommunication\/"},"modified":"2022-01-05T16:11:15","modified_gmt":"2022-01-05T16:11:15","slug":"malades-en-telecommunication","status":"publish","type":"post","link":"https:\/\/olbios.org\/fr\/malades-en-telecommunication\/","title":{"rendered":"Malades en t\u00e9l\u00e9communication"},"content":{"rendered":"<p>L\u2019id\u00e9e de TSF (T\u00e9l\u00e9coms Sans Fronti\u00e8res) est n\u00e9e d\u2019un constat simple, fruit de nombreuses ann\u00e9es d\u2019exp\u00e9rience dans l\u2019humanitaire g\u00e9n\u00e9raliste. Au cours de missions effectu\u00e9es en ex-Yougoslavie ou au Kurdistan pendant la premi\u00e8re Guerre du Golfe, ses fondateurs ont pris conscience qu\u2019il existait, au m\u00eame titre que l\u2019aide m\u00e9dicale ou alimentaire, un r\u00e9el besoin en t\u00e9l\u00e9communications. Ces conflits entra\u00eenaient des d\u00e9placements massifs de populations, s\u00e9paraient des milliers de familles et aucune structure n\u2019avait \u00e9t\u00e9 pr\u00e9vue pour permettre \u00e0 ces personnes de renouer le contact t\u00e9l\u00e9phonique avec leurs proches. A chaque fois que les fondateurs de TSF quittaient des camps, les r\u00e9fugi\u00e9s leur tendaient un bout de papier avec un num\u00e9ro de t\u00e9l\u00e9phone et leur disaient par exemple : \u00ab Quand vous rentrez chez vous, appelez ma famille et dites leur que je suis vivant, que notre oncle a \u00e9t\u00e9 tu\u00e9 mais que ma fille est en vie et que nous sommes dans le camp de Stenkovec. \u00bb Les fondateurs de TSF ont alors investi dans leur premier t\u00e9l\u00e9phone satellite et l\u2019organisation fut cr\u00e9\u00e9e en juillet 1998.  Au fil des premi\u00e8res missions de TSF, il est ensuite apparu que les \u00e9quipes de secours d\u00e9p\u00each\u00e9es sur place \u00e9taient elles aussi confront\u00e9es \u00e0 un manque similaire, \u00e9prouvant des difficult\u00e9s \u00e0 coordonner leur action dans des zones o\u00f9 les r\u00e9seaux de communications \u00e9taient souvent satur\u00e9s ou d\u00e9truits.
